Job Description The United States Navy Meteorology and Oceanography (METOC) community routes ships for weather evasion using advanced meteorological modeling and satellite data but lacks a tool to enable fewer ship routers to make better routing decisions faster. Currently, Optimum Track Ship Routing (OTSR) is a repetitive commodity service that requires intense human intervention for almost all requests, no matter how simple. By automating routine routing, an increased level of quality and service will be provided for missions most affected by environmental conditions. The successful candidate will work as part of a team to develop, test, implement software to automate selected aspects of the OTSR process. Coding will be done in accordance will Navy and NMOC requirements, intending to deploy OTSR capability as a Web Service in the FNMOC Primary Oceanographic Prediction System (POPS) ATOS2 operating environment. This work will include development of the required software architecture and architecture diagrams, and development of software for: (1) the automatic ingest of MOVREPS. (2) automatic generation and distribution of high winds and seas forecasts, (3) production of enroute weather forecasts, and (4) production of divert recommendations. Candidate will work under only general direction. Independently determines and develops approach to solutions. Work closely with FNMOC Program Managers and staff as needed. Conduct interviews,meeting, discussions, and planning activities to capture the customer's web design requirements. Must have 3 to 9 years or more experience. Demonstrated knowledge of the types, capabilities, and limitations of common web service standards. The skill sets needed for this work include experience with UNIX, UNL, Java, JPEE, Perl, Tomcat, JBoss, SOAP UDDI, WSDL, XML, and general knowledge of meteorology and oceanography. Presents ideas (written or orally) clearly to support customers during scheduled briefings or other face-to-face meetings. Applicant must be a U.S. Citizen, have a Secret Clearance. Bachelor's degree, Master’s desired, in a related field or equivalent. Must display a high degree of initiative and be able to work both independently and as well as member of a technical team.
